Verify a raw signature
For checking an ML-DSA-65 signature directly, when you already hold the key, message and signature. Everything is base64url. These values, including the message, are submitted to the verification service; base64url is encoding, not encryption. Do not enter private material.
Must match the nonce the signature was made over.
